Funding and grant rates

  • LEADER+ funds have to be match funded from public, private and or own resources

  • Other sources of match funding can either come from public (e.g. Rural Development Agency, Countryside Agency, Local Authority, County Council, Lottery, etc.)

  • 'In kind' contributions can be counted as an element of match funding as well.

  • The LEADER+ grant rate available varies according to the type of project and the need but the maximum rate is 50%.

  • The Local Action Group have a discretionary pot of match funding (DEFRA) for projects that strongly fit the LEADER+ criteria but do not have other sources of match funding available.

  • As a general rule the amount of grant awarded will be the minimum required to enable the project to proceed.

  • The grant can only be paid once money has been spent so any grant to a project is paid in arrears on receipt of a complete and accurate claim.

Revenue Costs

These costs include items that are classed as non-capital expenditure (e.g. acquisition of marketing skills/business support, project management, leasing of premises).

Capital Expenditure

LEADER+ is not intended as a capital programme although small scale capital expenditure, where it is integral to the success of a project, is eligible. Small-scale capital expenditure should normally be part of a wider project rather than a stand alone project in itself. For example, computer equipment as part of an IT technology project or, small scale building renovations as part of project on shared services.

Bank Rolling

All grants are claimed retrospectively and it may be difficult for some projects to secure funding from the outset. This may cause cash flow problems, particularly at the start of any project. The LAG is prepared to consider reasonable requests for advances of funds. This money will be made available by the County Council although each request will be judged on its merits.

All projects must contribute towards the Lincolnshire Fenland LEADER+ objectives and fit within the LEADER+ programme as a whole.

Project Development

Funding is available as a separate delegated grant scheme, to enable potential projects to carry out market research, feasibility studies, develop project proposals and other relevant activities.

This grant scheme is appropriate If any of the following relates to your project idea:

  • Needs research and development before putting forward the stage 2 application

  • Is of a small scale pilot nature

  • Needs help which requires financial assistance to write the project proposal

Maximum total project costs allowed up to £9,000, two thirds of the cost is grant aided.
The match funding can be private monies and or contributions in kind of goods and
or services
